Over the last 6 months there have been numerous changes and updates to the GST Act, Regulations and Orders as well as the release of the first few Public Rulings on specific issues. Amendment to the legislation are primarily to enact/ gazette the changes proposed last year during Budget 2018. However, one very important /critical change that came as a surprise is the amendment of the GST-03 Return to require taxpayers to report other supplies such as out of scope and disregarded supplies effective January 2018. As such, understanding and choosing the tax codes correctly for supplies/ transactions made notwithstanding there is no GST is crucial as it now affects the reporting in the GST-03 Return. Pursuant to this change, a revised Accounting Software Guide has been issued by the Royal Malaysian Customs Department (“RMCD”). Apart from the above, there has also been important announcements from RMCD, updates to the Guides issued by RMCD and Relief by Minister of Finance under Section 56(3)(b) as well as matters discussed during the regular technical meeting between Customs and trade associations and professional bodies. The objective of this seminar is to provide a briefing and analysis over these recent changes and developments.

Goh Kean Hoe is currently the Managing Partner of KGNP, a Chartered Accountants Firm in Malaysia that he founded in 2001. He is an approved company auditor, a licensed tax agent and a licensed GST agent approved by Ministry of Finance(MOF) of Malaysia. He started his career by joining one of the Big Four Accounting Firms then and left as an audit manager to assume the position of financial controller for a Malaysian manufacturing group for two years. He also serves as an independent director of a public listed company in Malaysia.

His present and past clients include PLCs, MNCs, SMEs and entrepreneurs involved in various sectors including retail, services, manufacturing, property development, construction and plantation. He believes his biggest strength is his integrity, objectivity as well as his technical knowledge and analytical skill. Where time permits, he likes to write articles to present his views and analysis of current issues relating to accounting, tax and GST for Firm newsletters as well as for external publications. He has conducted numerous seminars and workshops on GST, financial and accounting related subjects.

In preparing for GST implementation in Malaysia on 1st April 2015, Kean Hoe worked closely with GST Academy Singapore since 2010 to develop GST training programmes for Malaysia and to provide GST consulting services. He has successfully completed the comprehensive GST courses conducted by the Royal Customs Department of Malaysia as well as the Inland Revenue Authority of Singapore and is an approved GST tax agent in Malaysia.

Kean Hoe holds a Bachelor of Accounting from the University of Malaya. He is a member of Malaysian Institute of Accountants(MIA), Malaysian Institute of Certified Public Accountants(MICPA) and Chartered Tax Institute of Malaysia(CTIM). He is currently a member of the Tax Practice Committee and GST Working Group of the MICPA. He was the Honorary Treasurer of Malaysia Economic Association (MEA) and a trustee for its foundation for 6 years.



Krishnan is currently the Tax and GST Director of KGNP, an established firm in Malaysia consisting of several business units providing audit, tax, GST, business advisory, payroll and accounting services to local and foreign clients.

Krishnan has extensive experience in providing tax compliance and advisory services to clients across a range of industries such as property development, construction, manufacturing, plantation and trading. He has served in the Big Four as well as medium size tax firms in Malaysia. He is a member of ACCA and CTIM. He also holds further qualifications such as LLB (Hons) (London) from University of London and Master of Business Administration from Cardiff Metropolitan University (UK).

He is also engaged in advising clients on various corporate tax planning issues including restructuring of companies, withholding tax, incentive applications, tax audit and investigations. He regularly speaks at public seminars and conducts in-house training for clients. In addition, over the last 3 years, Krishnan has been also actively involved in leading GST implementation projects and providing GST advisory for wide variety of clients.
